Degree in Business Administration or B.Sc. in Engineering or Science.



Certification from a professional institute such as Royal Institute of Chartered Surveyors (RICS) or equivalent.

12 years’ international professional experience out of which 6 years’ experience in the domain of project management and contract administration in the Middle East oil & gas/EPC industry.

Awareness and knowledge of the onshore/offshore oil & gas/EPC industry.

Must possess expertise in contractual/legal terms & standards, contract administration, claims preparation/ analysis and defense, commercial /financial analysis.

Proficient in technical/commercial reporting and contractual correspondences.

Excellent supervisory and team management skills.

Strong personality with excellent communication & negotiation skills.

Excellent spoken & written English language skills.

Computer literate with familiarity of major related software.

Excellent presentation skills.



Role

Purpose



Manage contract administration and contractual change management for a group of projects or a mega-size project.

Lead QS/CA teams to meet set targets in terms of project profitability and achieving contractual entitlements.

Make a heavy contribution to section enhancement in-terms of resource management, process optimization and automation, contractual change management, and deliverables standardization Skills.



Accountabilities

 
Review & evaluate client tender documents, S/C & suppliers’ bids to identify potential risks and assess deliverables’ requirement.

Manage the project’s contractual change management, QS/CA resource management, deliverables, and claim management (related to client, consortium, S/C, and vendors).

Identify & manage contractual changes including preparation of variations and participate in negotiations with the client in support of the PD.

Verify contractual correspondences to ensure neatness and accuracy of details.

Identify contractual concerns and recommend corrective actions.

Prepare, negotiate and mitigate issues related to all types of claims (insurance, S/C, supplier & client).

Participate in dispute resolution, including arbitration.

Provide support, guidance, & contractual advice to PD and his team.

Ensure that contractual dealings of assigned projects help maintain positive project cash flow.

Lead & manage the QS/CA team and supervise their work on assigned projects to ensure set targets are met.

Liaise with all relevant parties and ensure that adequate QS/CA resources & services are available for the project.

Ensure that subordinates receive appropriate training to enhance their expertise in contract administration.

Review the project contract/sub-contract/ PO documents thoroughly and ensure that the QS/CA team fully understands the requirements.

Ensure that all procedures (invoicing, administration, variation, and change management procedures) are clear and related reports (invoices to client & related logs, internal monthly financial reports, QS reports, close out report; lessons learned report, and quality objective achievement reports), bonds, retention & certificates are issued in time with neatness and accuracy.

Attend periodic meetings (internal and external) with clients and S/C.

Recommend enhancements for the function, process, system, and image of QS/CA.

Participate in generating awareness and unification of terminology.

Propose solutions to improve the documentation, automation & implementation of processes and interface problem solving.

Recommend optimization & standardization of processes and deliverables.

Compliance with section/Company procedures and HSE standards.
